HCaTS Small Business (SB) is a Best-in-Class contract which is strategically sourced, Indefinite Delivery Indefinite Quantity (IDIQ) contract that provides reliable, flexible, fast and efficient ways to obtain best-value, customized solutions for human capital management and training requirements.
HCaTS contracts provide solutions to all federal agencies through the effort of bona-fide executive, administrative, and professional employees as defined in Part 541 of Title 29, Code of Federal Regulations (CFR). The core disciplines of the contract include:

    GSA HCaTS Small Business 8(a) Contract offers numerous benefits to the federal agencies to include helping Agencies meet small business utilization goals, reduction in acquisition cycle time, pre-aualified vendors with human capital and training solutions experience.
    The contract provides agencies with streamlined purchasing procedures, cost reductions, and drive process improvements and usage of contract for government-wide purchasing and obtaining of services with task orders types such as Cost Reimbursement (CR), Time and Materials (T&M), Labor Hour (L-H) with very nominal Contract Access Fee (CAF).
